TERMS OF REFERENCE FOR THE POSITION OF HEAD OF AREA OFFICE (HoAo)-WESTNILE SUB-REGION
 
Background: Alliance Forum for Development-AFOD Uganda is a non-profit, non-governmental development and Humanitarian organization. AFOD Uganda work to address the needs of vulnerable communities in Uganda through implementation of; integrated health, nutrition, food security and livelihoods (FSL), social protection and psychosocial support with capacity building and research as cross cutting thematic area.
Report to: Head of Programs
Liaise with: Senior Program Advisor, Senior Partnership & Policy Advisor, Operations Manager, Finance Manager & MEAL Manager
Responsible for:  Program Managers, Health Coordinator, Livelihood and Economic Empowerment Coordinator, Gender & Protection Coordinator

Position summary: Head of Area office as member of Senior Management Team, provides direct oversight and management of the field offices in the sub-region, represents AFOD’s interest at the regional and government level, The organization prides itself on supportive, positive management, and the Head of Area office is core to this culture within the institution of AFOD. S/he is responsible to strategizing and analysing risks, working with teams to ensure cohesion and good communication, ensuring well-being of staff and building relationships with stakeholders. Support in strategic networking and positioning of AFOD, leads the need-based resource mobilization drive in the area office. 
Key roles and Responsibilities
Operations Implementation Management
·      Effectively manage the Field Offices to ensure the continued development of a cohesive and high performing team.
·      Works with Head of Programs to create annual field implementation plan, ensure tasks listed in field implementation plan are being met and update.
·      Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the country office.
·      Conduct regular field visits to identify opportunities for expansion and improvements in program efficiency and quality
·      Meet with Executive Director on a quarterly basis to review goals for respective Sub-region.
·      Supervises Program Managers and Coordinators, providing support during biweekly meetings, coaching and program mentorship as needed.
·      Coordinate with Program Managers and coordinators to identify timely and scheduling of disbursements
·      Hold accountability for the security of AFOD staff, operations, premises and assets in the Field Offices to ensure that AFOD security and safety standards are locally set and followed
·      Superintends procurement and logistics management of sub-region
Program Implementation Management
·      Work collaboratively with all field teams and SMT to implement AFOD 2Plus iCLEM Model
·      Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on AFOD’s operations and performance with regular and timely submission for Country Office review to inform efficient operational planning and decisions
·      Head of Area Office-HoAo Works closely with team members of the Program, operations and Partnership Management unit to deliver on milestones.
·      Use Project Management Launch plan to execute tasks assigned to the Program Managers and coordinators.
·      Coordinate with relevant partners on program implementation in the sub-region. 
·      Maintain systems for proper documentation of programs and finances
·      Promote and share documentation of lessons learnt, best practises, human interest stories etc
Human Resources and Administration
·      Works closely with Human Resources officer to ensure adequate staffing of the field team.
·      Participates in the recruitment process of field staff.
·      Working closely with the Human Resource Officer, provides annual reviews to field staff that include a written performance appraisal, and ensure that objectives identified in these reviews are achieved in a timely manner
Financial Oversight and Control
·      Support preparation of organization Annual Work Plan and Budget
·      Participate in budget reviews on a quarterly and annual basis, undertake budget analysis and submit quarterly program BVAs to support decisions.
·      Spearhead the financial accountability and reporting of the field offices
 
Cross-functional Team Coordination
·      Lead the field strategic development of AFOD programming, based on needs and funding opportunities identified, with emphasis on funding across the humanitarian-development nexus.
·      Build effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to program needs.
·      Build partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners and media engaged in the area office.
·      Work closely with functional teams to ensure smooth implementation of field implementation plan
·      Perform other duties as required
Assist with other Functional Teams
·      Support the Executive Director, Head of Programs, Operations Manager and, MEAL, Innovations teams as needed
·      Represent AFOD at conferences, events and at the government level when needed
·      Assist with roll-out of new activities, processes and procedures from functional teams
·      Continuously sensitize program team about possible environmental and contextual risks, facilitate prevention and response mechanisms.
·      Ensure compliance with AFOD’s safeguarding policies and Code of Conduct in all programs, operations and practices.
·      Report any incident of safeguarding in program operations for appropriate action and follow up.
STANDARD MINIMUM QUALIFICATIONS
Education and Experience: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, with three years of related work experience, or a First University degree with 10 years of related work experience. Relevant training/courses will be added advantage

Job Title:             Programme Manager

Job summary:
The Programme Manager is responsible for providing management and oversight support to the food assistance intervention and integration with other food security nutrition and livelihood programs. The role includes program and operation planning, budget preparation, analysis and control, coordination and supervision, training and program performance monitoring, compliance and reporting.
Duty & responsibilities
·      Manage and direct AFOD field operations in the area of assignment to ensure the effective implement of the food assistance intervention in line with the WFP Refugee Transition model to achieve self-reliance and resilience for persons of concern.
·      Assume responsibility for the deployment of country office initiatives, policies and strategies in area of operation.
·      Prepare detailed work plan and budget plan for general food assistance/FSL activities and ensure implementation of planned activities according to the work plan adhering to the budget according to AFOD standards and oversee program spending per budgets and commodity pipelines.
·      Effectively manage the field-office to ensure transparent and efficient personnel management and the continuous development of a consistent and high-performing team.
·      Support and motivate program/logistics/administrative/finance staff in their work, by ensuring appropriate training, coaching and supervision by technical leads
·      Manage staff recruitment and training, conduct performance monitoring in collaboration with HR and GFA Managers, ensure that standards and protocols are adhered to.
·      Ensure efficient use of financial resources to achieve the objectives set.
·      Assume responsibility for the security of staff, operations, premises and property at the field office to ensure that AFOD safety and security standards are defined and adhered to locally.
·      Develop and coordinate data collection and monitoring systems and carry out monitoring and evaluation activities in a timely manner.
·      Ensure accountability and/or prepare accurate and comprehensive analyses and reports on AFOD operations and performance, submitting them regularly and in a timely manner to a review of country office to identify programme support needs and inform planning and operational decisions.
·      Forge and maintain external partnerships to improve assistance programmes and support complementary strategies; identify potential areas for collaborative approaches and initiatives; while taking lead in resource mobilization initiative.
·      Develop and maintain liaison with local government authorities, international and local NGOs, UN agencies, donors, civil society, beneficiaries, and other partners and media engaged in the field of food security.
·      Actively participate and represent AFOD in Interagency, Food security sector coordination forums, discussions and activities, serve as an AFOD Food security resource person, and display technical and organizational leadership in sectoral activities.
·      Coordinate AFOD FSL activities and across a wide range of actors including DLG, donors, UN and NGO partners to ensure consistency of programming.
·      Ensure integration of AFOD Programs in area of operation with other programs using the 2P plus and ICLEM framework.
·      Support the design and implementation frame work/model for FSL/Economic empowerment for resilience program.
·      Write and design proposals for the FSL and Economic Empowerment Program projects according to the priorities and directions of the strategic plans of the organization, the country, and donors in conjunction with program management and resource mobilization strategy.
·      Mobilize funds for proposals for the FSL and Economic Empowerment Program projects that have been developed and marketed to the supporters and donor organizations
·      Ensure that Gender and Protection aspects are included in the project cycle.
·      Perform other duties as required.
Minimum qualification
Education
Advanced University degree or University Degree with experience in any of the
following disciplines Economics, Agriculture, International affairs,
Business administration, social sciences, Development studies or any
other related field attained from a recognized institution.
Experience
At least six years post graduate relevant working experience in humanitarian assistance programs preferably in FSL, development projects and/or emergency assistance gained from a reputable organization.
Previous management experience is necessary, especially managing large team is required.

Health Coordinator


TERMS OF REFERENCE FOR THE POSITION OF HEALTH COORDINATOR
Job Title:             Health Coordinator

Location:             Adjumani field office (Roving).
 
JOB SUMMARY:
The Health Coordinator provides technical and analytical support to the AFOD integrated Health Services and coordinate and manages AFOD Integrated Health in West Nile sub-region by providing guidance and leadership. S/he will under the ICLEM model ensure the smooth implementation and integration of mental health and psychosocial support (MHPSS) in health, Nutrition, Food Security and Livelihood, economic empowerment for resilience, and social protection programs, while being cognizant of institutional capacity building and research as cross cutting program intervention.
Duties and Responsibilities
1.    Program Management, and Strategic Drive
Provide overall strategic field direction, leadership and management of all health programs for AFOD Uganda in line with the country strategic plan including functional primary healthcare systems and services which include: community MHPSS, HIV/AIDS, primary health interventions for non-communicable and communicable disease prevention, Sexual Reproductive Health, community health and referrals and, linkage to MH rehabilitation and skills development programs.
·      Work collaboratively with all field teams and SMT to integrate Community MHPSS and outreach with other program sectors using 2Plus approach of the ICLEM Model.
·      Ensure AFOD health program defines and pursues high-quality, evidence generating research activities both within the existing programming as well as larger strategic policy influencing activities;
·      Actively support the health teams in the development, implementation and monitoring of health interventions in their area of operation including clinical services and community health outreach.
·      Develop and/or improve monitoring and evaluation mechanisms for the health programs, ensuring that teams adhere to institutional, international and national standards in close collaboration with MEAL
·      Conduct regular communication and program monitoring meetings with teams in line with the Project Cycle Management guidelines.
·      Work closely with the Program Managers and health teams to ensure recommendations highlighted from TA visits are implemented, adapted and shared throughout the program sites;
·      Conduct regular field visits to identify opportunities for expansion and improvements in program efficiency and quality
·      Develop and adapt annual emergency preparedness and response plan for integrated health based on risks profiled periodically.
2.    Program Quality (MEAL and Support supervision)
 
·      Review all technical aspects of internal and external health program reports prepared by the health teams (Monthly, Quarterly and Annual) within agreed deadlines using AFOD and donor formats and share with field MEAL (c.c. Program Managers) for submission
·      Support MEAL in the development/ updating project work plans, log fames and PMP.
·      Support MEAL & Compliance during preparations and conduction of surveys, assessments & audits- as needed.
·      oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice.
·      Undertake field visits to project sites within the region; work with implementation teams to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement
·      Document the program success stories and lessons learned, and make presentations and send them to the Senior Program Advisor/Head of Program and partnership department.
 
3.    Program Development & Grants Management
·      Lead the field strategic development of AFOD health programming, based on needs and funding opportunities identified, with emphasis on funding across the humanitarian-development nexus.
·      Support in the technical development of new proposals and initiatives for AFOD in accordance with the strategic plan;
·      Support in the development of budgets for program proposals in conjunction with the Head of Program, Senior Program Advisor, program managers, and finance departments, along with budget and project modification activities;
·      Support in the reviewing, monitoring and ensure high-quality, detailed program spending, procurement and work plans for the health programs
·      Organize the Project Cycle Meetings in collaboration with Program Managers and ensure action points are tracked and followed-up in a timely manner;
·      Provide support to program team on Budget vs. Actual reports (BVAs) and bring any over/under expenditure issues to the attention of the SMT, Grants and Finance teams along with proposed corrective actions.
 
4.    Health System Support, Partnerships and Coordination
·      Revise and monitor the delivery of AFOD’s Health Programs, and ensure that program implementation decisions are grounded on strong assessment of local context and governmental partners and systems;
·      Lead and develop AFOD’s strategic relationship with the DHO’s and key district health partners, civil societies, private sector and academic stakeholders;
·      In collaboration with the SMT, cultivate strong relationships with potential implementing partners, donors, embassies and key multilateral stakeholders to build AFOD’s visibility as the health partner of choice at all field levels;
·      Actively develop and lead in different health coordination fora, including the Health/GBV/Protection/WASH/Nutrition Sector Working Groups.
·      In collaboration with the SMT, support the development and adaptation of system strengthening program components;
·      Support Program Managers in organizing and facilitating field visits by health-related stakeholders in AFOD’s areas of operation.
 
5.    Staff Performance Management, Learning & Development:
·      Support in the recruitment, supervision, and building the capacity of team members in relevant technical and management competencies including developing and implementing remote management capacity building approaches to build the strengths of the health teams
·      Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews;
·      As required identify staff performance issues and work with Program Managers and address these in accordance with the AFOD Human Resource Policy
·      Perform any other tasks and duties assigned by the supervisor.
 
Minimum qualifications
 
Education: Bachelor’s degree in Medicine and Surgery, Nursing, Public Health and other relevant qualification with Post Graduate Diploma in Project Planning and Management or, monitoring and evaluation. Master’s in Public Health, Health Service management/Administration will be an added advantage.
 
Experience:
 
·      At least five (5) years of relevant professional experience.
·      Experience in implementing Integrated Health, Food security, livelihood and nutrition for economic empowerment and resilience building in humanitarian and development programming.
·      2 years’ field experience in emergency, transition and development contexts.
·      Experience of analysing contextual situations using PESTEL, assessing risk accurately and supporting managers and leaders in decision making.
·      Has gained experience managing mid-size financial budgets, balancing multiple priorities effectively.
·      Has experience leading a mid-size to large team to ensure the effective delivery of objectives.
·      Experience in gap analysis (SWOT), needs assessment and grant proposal development
·      Has demonstrated experience in team leadership in the humanitarian or development field
·      Familiar with national and international health policies, guidelines and SPHERE standard.
·      Track record in successful business development/fundraising from USAID, ECHO, UN organizations, CDC/PEPFAR, Global Fund etc.
·      Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.  
·      Experience of supporting humanitarian preparedness, response and recovery

Job summary:
The food distribution manager is responsible for the implementation, supervision and monitoring of the in-kind food assistance to persons of concern in area of operation in-line with general food assistance guidelines and WFP Uganda Refugee Transition Model. He/she is responsible for coordination with OPM, UNHCR and the donor to ensure timely assistance and program integration with other food security nutrition and livelihood programs in area of operation.
 
Duties & responsibilities
Coordinate timely operation of all integrated in-kind general food assistance commodity distribution processes with stakeholders – OPM, WFP, UNHCR, Local Government Leadership and service provider (EDP Management & Secondary Transporter) to verified and registered beneficiaries.
Closely coordinate with M&E Unit to ensure that relevant output and outcome indicators for integrated GFA interventions are systematically being collected and analyzed in a manner that will help the CO determine efficiency and effectiveness of food delivery.
Supervise AFOD Uganda Food Distribution team members and contracted community casual staff and provide support to ensure timely provision of assistance to affected population.
Conduct regular community sensitization with affected population Food Management Committee and Refugee Welfare on integrated general food assistance with other programs.
·      Ensure integration of AFOD Programs in area of operation with other programs using the 2P plus and ICLEM framework.
Periodically review GFA responses in accordance with the AFOD ICLEM model and WFP policy and WFP Uganda GFA guidelines for affected population.
Prepare and submit activity, daily, weekly, monthly and quarterly reports to Head of Field Office.
In collaboration with Program manager and Head of Area office and Senior program Advisors, support transition to resilience in line with resilience building framework.
Perform other assigned duties by supervisor.
 
Minimum qualifications
Education
Bachelors’ degree in any discipline related to food security and livelihood. Post graduate qualification in project planning and management or Monitoring and Evaluation will be added advantage. Experiences in managing food security & livelihoods.
Experience
Experience in management of large-scale food distributions in a complex humanitarian environment with an international or multinational organization.
Experience in monitoring and evaluation of integrated humanitarian programmes.
Demonstrated experience of integrated gender and diversity issues into humanitarian programmed including accountability for Affected Population.
Previous management experience is necessary.

Job summary:
The CBT Manager is responsible for the implementation, supervision and monitoring of the cash-based transfers under the General Food Assistance program to persons of concern in area of operation in-line with general food assistance guidelines and WFP Uganda Refugee Transition Model. He/she is responsible for coordination with OPM, UNHCR and the donor to ensure timely assistance and program integration with other food security, nutrition and livelihood programs in area of operation.
Duties and responsibilities
Under the supervision of the Program Manager, coordinate with WFP, OPM, UNHCR and Financial Service Providers to ensure timely distribution of cash assistance under GFA to registered and verified person of concern in area of operation.
Prepare monthly distribution plans in liaison WFP Cash-Based Transfer (CBT) focal points and coordinate with other key stakeholder for CBT.
Mobilize beneficiaries for enrollment on to the CBT modality and facilitate beneficiary receipt of digital payment instruments.
Raise community awareness in Digital and Financial Inclusion and organize trainings for increased adoption and usage of digital and financial services, especially for women.
Map and monitor service providers/agents during cash distribution including agents’ liquidity capacity and customer service.
Liaise with Financial Service Providers to increase agent and merchant payment points.
In collaboration with WFP and Financial Service Providers, increase the number of female agents and merchants.
Leveraging on the basic financial literacy and in collaboration with WFP identify beneficiaries for the advanced training course.
Monitor beneficiary cash out process at the agent points during payments.
Periodically review CBT responses in accordance with the WFP policy for CBT based interventions for affected population.
Draw-up plans for timely delivery of integrated CBT with other programs in coordination with WFP, OPM, Committee Cash Management committee and service provider and monitor their implementation;
Closely coordinate with M&E Unit to ensure that relevant output and outcome indicators for integrated CBT interventions are systematically being collected and analyzed in a manner that will help the CO determine efficiency and effectiveness of CBT delivery as well as the appropriateness of the transfer modality choice for WFP.
Manage CBT AFOD team members and contracted community casual staff and provide support to ensure timely provision of assistance to affected population.
Conduct regular community sensitization on integrated CBT with affected population Food Management Committee and Refugee Welfare on general food assistance.
Submit activity, weekly, monthly and quarterly reports to program manager
Ensure compliance with WFP’s policies and procedures for CBT interventions.
Ensure integration of AFOD Programs in area of operation with other programs using the 2P plus and ICLEM framework.
Periodically review GFA responses in accordance with the AFOD ICLEM model and WFP policy and WFP Uganda GFA guidelines for affected population.
In collaboration with Program manager and Head of Area office and Senior program Advisors, support transition to resilience in line with resilience building framework.
 
Minimum qualifications
Education
Bachelor degree in Economics or Agriculture or Business Administration, post graduate in qualification in project planning and management or monitoring and evaluation will be added advantage.
Experience
·      Operational experience in implementing cash transfer program, in particular in establishing and overseeing cash delivery mechanisms involving external Finance Service Providers.
·      At least three years of postgraduate progressively operational experience in Cash Based Transfer (food assistance) and voucher programmes and financial literacy program.
·      Experience in designing and/or implementing cash-based humanitarian assistance programmes in refugee settlement/camp setting.
·      Demonstrated experience of integrated gender and diversity issues into humanitarian programmes.
·      Experience in monitoring and evaluation of integrated humanitarian programmes.
·      Previous management experience is necessary.

Project Implementation and Development

In collaboration with the team, identify existing project implementation gaps and new opportunities for nutrition and nutrition-related projects and lead on the concept note or proposal development while liaising with interested partners and stakeholders to ensure that proposed activities and programs align with best practice in the nutrition sector.
Lead, plan and conduct nutritional assessments and surveys in existing and in potential new areas, following the nationally approved survey protocol, for program expansion. and feed assessments results into proposals if needed.
Lead the implementation of the referral mechanism and communication strategies and train nutrition staff in case detection and referrals between health facilities adapted to the local context.
Support the nutrition staff to ensure proper functioning of reporting systems data flow mechanisms for regular assessment, monitoring and evaluation of the program against its objectives and expected results. And conduct critical monitoring of all aspects of nutrition activities and identify areas of concern. Submit workable solutions for identified challenges.
Demonstrate understanding of multi-sectoral approach to malnutrition and ensuring that nutrition project beneficiaries are linked with other sector interventions and provide guidance to staff on the integration of a nutrition component into other sectors as appropriate such as food security, Health, WASH and disaster prevention and preparedness.
Ensure that the nutrition program is integrated and implemented in line with the AFOD 2-P and ICLEM model.
Capacity Building
Assess the training needs of nutrition staff; develop a training program to meet these needs; conduct nutrition training for project nutrition and Health facility staff, and Care Group Volunteers implementing nutrition programs, focusing on all aspects of community-based management of acute malnutrition (CMAM) and IYCF.
Assist Nutrition officers and Assistants to facilitate the development/adaptation of nutrition education training manuals and facilitator’s guide based on existing national nutrition protocols and curricula including training follow-up
Coordinate with other sectoral program managers with IMC’s program to ensure that other parts of the program are functioning in order to maximize nutrition intervention’s impact.
Liaise with nutrition experts, nutritionists and others to ensure that specialized support is available at the field/district/activity level to increase coverage and overall efficacy of the program.
Coordination & Representation
Actively participate and represent Alliance Forum for Development (AFOD) in nutrition sector coordination forums, discussions and activities, serve as an AFOD nutrition resource person, and display technical and organizational leadership in sectoral activities.
Create and maintain smooth relations and open collaboration with Government and local stakeholders and serve as the nutrition resource person.
Coordinate AFOD nutrition activities and across a wide range of actors including MoH, donors, UN and NGO partners to ensure consistency of programming.
Program Finance, Logistics and Administration
Prepare detailed work plan and budget plan for nutrition activities and ensure implementation of planned activities according to the work plan adhering to the budget according to AFOD standards and oversee program spending per budgets and commodity pipelines.
Support and motivate program/logistics/administrative/finance staff in their work, by ensuring appropriate training, coaching and supervision by technical leads
Manage staff recruitment and training, conduct performance monitoring in collaboration with HR and Nutrition Managers, ensure that standards and protocols are adhered to.
Ensure equitable allocation of human, material and financial resources.
Coordinate very closely with logistics in order to ensure that there is no break in nutrition program supplies.
Organize and follow-up on all other procurements needed for the projects.
Minimum qualifications
Education
A degree in nutrition, Public health, or related field. A relevant master’s degree is an added advantage.
Experience

Minimum qualifications
Education
A bachelor’s degree required in Agriculture, but a post graduate degree is preferred in Agriculture or other discipline that provides an understanding of food security and livelihood programming /or equivalent practical experience.
Experience
A minimum of 4 years’ experience in the management of food security and livelihoods projects, including understanding of humanitarian and sustainable livelihoods programming in a variety of livelihoods intervention areas.
Practical experience in food security assessments and nutritional surveys, cash-based interventions, agriculture and livestock interventions, fisheries interventions, small business / micro-credit interventions; market analysis.

Liaise with the Health Facility in-charge to ensure that VHTs are selected in all project locations following the recommended MOH guidelines.
Provide health facilities and VHTs with equipment, reporting tools and other logistical needs necessary for screening, management and referral of malnutrition among the targeted beneficiaries.
Facilitate capacity building activities (mentorship, trainings) targeting health workers, village health teams and care group volunteers to provide effective management of malnutrition.
Liaise with the district local government and other partners to ensure to organize and conduct VHT monthly and quarterly meetings.
Participate in beneficiary identification and rapid nutrition assessment and nutrition surveillance.
Oversee the collection, handling, analysis and reporting of data related to nutrition screening, client.
Prepare quality weekly and monthly reports in standard reporting format and NFIs in accordance with the MOH guidelines, MIS tools as well as donor reports.
Mobilize communities and community leaders to participate in AFOD project community activities and organize regular community meetings to address areas for program improvement.
Ensure that the nutrition program is integrated and implemented in line with the AFOD 2-P and ICLEM model.
Actively participate in events organized in the refugee and host community settings

·       Participate in the periodic Weight for Height nutrition screening to assess for GAM level in the community.
·       Prepare project progress reports, success stories and lessons learned during project implementation.
·       Liaise with the district VHT coordinator to ensure active engagement of VHTs in the catchment area.
·       Ensure integration with health, WASH and Food Security teams when conducting outreach services.

Job summary:
Under the direct supervision of the Food/Cash Distribution Manager, the Program Support Assistant will supervise and coordinate the timely delivery of food and cash to beneficiaries in line with general food assistance guideline set by OPM/WFP/UNHCR.
 
Duties & responsibilities
·      Perform specialized and/or standardized processes and activities related to food and cash assistance programme for targeted beneficiaries.
·      Provide the food/cash programme project management and/or general office support following established targets and donor policies and procedures.
Supervise AFOD Uganda Food Distribution team members and contracted community casual staff and provide support to ensure timely provision of assistance to affected population.
Conduct regular community sensitization with affected population Food Management Committee and Refugee Welfare on integrated general food assistance with other programs.
·      Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
Closely coordinate with M&E Unit to ensure that relevant output and outcome indicators for integrated GFA interventions are systematically being collected and analysed in a manner that will help the country office determine efficiency and effectiveness of food delivery.
Supervise AFOD Uganda food/cash Distribution team members and contracted community casual staff and provide support to ensure timely provision of assistance to affected population.
·      Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
·      Support communication and activities with local partners, agencies, NGOs and government institutions.
·      Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
·      Ensure integration of AFOD Programs in area of operation with other programs using the 2P plus and ICLEM framework.
Periodically review GFA responses in accordance with the AFOD ICLEM model and WFP policy and WFP Uganda GFA guidelines for affected population.
Prepare and submit activity, daily, weekly, monthly and quarterly reports to Head of Field Office.
Perform other assigned duties by supervisor.
 
Minimum qualifications & experience required.
Education
 
Must hold a diploma in any discipline related to food security and livelihood. A degree in a related field is an added advantage.
Experience
Experience in management of large-scale food distributions to persons of concern.
Core Competencies
Proficiency in English (Oral & Written).
Project planning, management and advocacy training highly desirable.
Computer skills particularly MS Office.

Job summary:
Under the direct supervision of Programme Support Assistant, the incumbent will monitor the General Food Assistance to persons of concern ensuring that only registered and verified beneficiaries receive correct entitlement, conducted Food/Cash Basket and Post Distribution Monitoring to inform on GFA to conflict affected population for all stakeholders.
 
Duties and responsibilities
Monitor the implementation of integrated GFA process at the FDP to ensure the assistance program at the local level is provided to fully registered and verified beneficiaries only.
Monitor and review the overall commodity movements – integrated food for targeted beneficiaries and cash transfer programmes, the temporary storage at the FDP, process of food commodities and distribution at the site and verify if the amounts received have been properly recorded. Check the quality of the commodity and report any damaged or suspected to be damaged.
Monitor distribution and management of food and non-food items at the site and provide feedback to Senior Programme Assistance and others on the distribution process.
Conduct Food Basket, Post Distribution Monitoring and Market prices monitoring, collect data for analysis to inform on the GFA to conflict affected population.
Compile information on integrated GFA process and submit monthly report to the Emergency Food/Cash Coordinator.
Collect qualitative information and human-interest stories on integrated GFA from the field for the donors.
Monitor AFOD Uganda programs designed under 2P plus and ICLEM framework on intended outcomes.
Support in the elaboration of communication material, by taking pictures and making short videos.
Supervise and train other personnel as appropriate;
Perform other related duties as required.
 
Minimum qualifications
Education
Bachelor Degree in project planning management or public administration, business administration.
Experience
At least two years’ experience working with a humanitarian organization.
·      Experience in monitoring and evaluation of integrated humanitarian programmes.
·      Previous experience in monitoring General Food Assistance to person of concern is necessary.
Experience in monitoring cash and voucher transfers in humanitarian context is highly desirable.
Core Competence
·      Proficiency in English (Oral & Written).
·      Computer skills particularly MS Office.

Job summary:
Supervising the monthly food and cash distribution process at the FDP to registered and verified persons of concern.
 
Duties and responsibilities
·       Supervise all General Food Assistance (Food & Cash) Distribution activities to affected population at assigned Final Delivery Point (FDP)
·       Overall coordinate general food assistance to only registered and verified beneficiary at FDP with stakeholder – OPM commandant, Food Management Committee/ Refugee Welfare Committee and community contracted casual labor.
·       Assist in the planning, sensitization of beneficiaries, implementation and monitoring of the distribution process.
·       Supervise all staff conducting the distribution ensuring stick adherence to humanitarian principles and no Sexual Abuse and Exploration to any beneficiary by staff and other stakeholder staff present at the FDP.
·       Ensure adequate protection and assistance of the beneficiaries during the distribution exercise; particularly EVH
·       Facilitate the timely resolution of complaints raised at the FDP with responsible partner to ensure entitled beneficiaries receive correct entitlement.
·       Account for all food commodities delivered at FDP before, during and after the distribution. Ensure food delivery documents are recorded and signed appropriately.
·       Facilitate the identification designing and implementing of appropriate training needs for distribution staff.
·       Prepare and disseminate daily distribution reports.
·       Perform over duties assigned.
 
Minimum qualifications
Education
·      Bachelor’s Degree or diploma in Social Sciences, Development Studies, Business Administration or any other related qualification.
Experience
·       Three years’ experience in the General Food Assistance (Food and Cash Based Transfers) to conflict affected population in refugee settings.
Core Competencies
·       Strong communication skills Verbal and written English. Knowledge of the local language an asset.
·        Good report writing skills and computer knowledge.
·       Knowledge of commodities & logistics operations, specifically those that relate to Food & Cash distributions, handling, reporting, tracking, monitoring etc.

Job summary:
Under the supervision of the Program Manager, the role requires procurement planning, procurement, contract management, suppliers’ management, compliance & ethnics. He/she will be accountable for the preparation, co-ordination and implementation of logistics and procurement activities including consolidated annual procurement plans and ensure user departments adhere to it in line with approved budgets whilst conforming to both AFOD & donor regulations and guidelines.
 
Duties and responsibilities:
·      Working closely with Program Manager, Head of Operation and Logistics officers, and other internal and external partners effectively plan and support program implementation by collecting, organizing and analyzing data market information and data to enable effective procurement planning, preparing and implementing procurement plans following related AFOD procurement Standard Operating Procedures (SOPs) and monitor supply market and conduct market surveys & analysis to ensure value for money in procurement.
·      Lead in the implementing procurement plan and strategy and ensuring all procurement needs are met on time in line with AFOD and donors’ standards.
·      Support the development of procurement specifications
·      Initiate and process Request for quotations (RFQ) and Request for proposals (RFP).
·      Prepare bids analysis and other bidding documents for approval.
·      Conduct negotiations with suppliers that is transparent and documented.
·      Review procurement documents for accuracy before taking payment for approval.
·      Collaborating with all departments by coordination with finance, program to ensure smooth and timely procurement.
·      Lead the contracting process so that the terms and conditions, and contracting procedures as provided by Procurement Manual are followed. Lead in supplier relationships and performance to ensure that suppliers adhere to Service Level Agreements (SLAs), and that there is precise record keeping. This includes maintaining suppliers files and documentation, monitoring and documenting supplier performance.
·      Assist in identifying and analyzing compliance risk in procurement processes and in implementing donor rules & regulations for all procurements by implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
·      Preparing and submitting accurate monthly reports to the Procurement Manager on time.
·      Supporting with developing and updating the procurement plans (assigned) as required.
·      Submitting monthly list of commitments to Operation Manager and Finance officer.
·      Submit periodic procurement tracking report for specific Grants that you are assigned to.
·      Plan and implement the internal and external statutory law that affect the procurement and logistics.
·      Advice the Senior Management Team through the Head of Operations on all issues related to procurement and logistics, and ensure transparency and accountability in all activities.

·      Participate in vendor selection activities (as Secretary to the procurement committee) to ensure compliance with the approved processes in the area of vendor selection and bids analysis.
·      Carry out vendor rating analysis and obtain approval based on performance, reliability and other procurement factors.
·      Coordinate the bookings and logistics of all flights in region, and for all accommodation and transportation required in Country office.
·      Coordinate all aspects of AFOD travel (procuring visas, flight bookings, ID checks & issue, confirmation and logistics and cargo control)
·      Manage relocation, shipment, customs clearance of household items etc for international staff.
·      Prepare export documents to enable timely export and delivery of goods to the field.
·      Ensure all AFOD assets are tagged/engraved both field and country office for tracking purposes.
·      Liaise with M&E to conduct quarterly asset status audits and share reports with Management/OM.
·      Vehicle maintenance and repairs are planned and provided in a timely nature.
·      All Vehicles are maintained and equipped in accordance with AFOD Policy.
·      AFOD and local authority laws relating to vehicles registration, usage and insurance are fully met;
·      Ensure repairs and renovations on all AFOD physical properties, including buildings/residence and equipment are carried out in a timely manner;
·      Confirm and coordinate accommodation for AFOD staff on mission (AFOD staff/ guest accommodations etc.)
·      Preform any other duties assigned.
 
Minimum qualifications
Education
·      Must hold a Bachelor`s degree in either of the following fields: Procurement & logistics, Business Administration or any other related field obtained from a recognized university or Institution.
Experience
·      A minimum of four years relevant working experience in a relevant field gained from a reputable organization.
·      Working experience with Relational Database Management System, Oracle, & SQL would be an asset.

Job summary:
Under the general supervision of Program Manager, working in close collaboration with the Country Office Finance Manager he/she is responsible for providing financial management functions at the field office, which include financial/budget planning, processing payments, financial and budget analysis, reporting, voucher control, and financial performance monitoring. 
 
Duties and responsibilities
 
Finance
·      Ensure adequate financial controls are in place to maintain proper accountability of expenditures for the projects.
·      Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filed, maintained and can be easily extracted for the purpose of preparing financial statements and financial audits.
·      Monitor budgets and expenditures, and contribute to preparation and revision of budgets during project proposal writing and budget reviews.
·      Ensure minimum usage of cash in the transactions, rather payments done through Mobile Money payment system (Yo! Uganda Ltd, Beyonic) etc.
·      Ensure AFOD Uganda financial books are compatible with the corresponding state procurement laws and financial standards such as GAAP, IFRS, among others.
·      Preparing and submitting accurate timely, reliable financial documents and financial reports e.g. BVAs, Quarterly and Annual Financial Reports.
·      Prepare project budgets, financial reports, statements and submits to the country office for funding.
·      Ensures real time data entry to the accounting software, (Quick Books) and generates monthly reports. 
·      Check that all procurement processes and expenditures are followed accordingly.
·      Check budget lines to ensure that all transactions are booked to the correct budget lines and receipts for all payments are obtained.
·      Prepare payment vouchers, journals and ensure they are dully signed and stamped.
·      Verify accountabilities of documents provided.
·      Ensuring safe custody of petty cash.
 
Administration
 
·      Ensure availability and adequate office supplies at the field offices.
·      Establish and maintain an updated inventory of the organization’s assets.
·      Prepare regular financial reports for attention of management.
·      Over-see contracting of external services in line with AFOD’s policies on sourcing services.
·      Over-see the purchase and overall management of assets, and ensure that such assets are in good working conditions and that they are utilized according to the rules and regulations of AFOD.

Responsible for mainstreaming gender and protection into AFOD’s integrated programmatic interventions – (General Food Assistance, Nutrition, Livelihood, Health), data collection and analysis to inform on gender/protection issues. design, ensure accountability to conflict affected population and communities served, coordination & collaboration with protection partners and women led organization, ensure quality gender and protection standards, monitoring and reporting of gender/protection activities.
Supervision the monthly food and cash distribution process at the FDP to registered and verified persons of concern.
 
Duties and Responsibilities
(1) Planning, Monitoring and Reporting on Gender and protection (10%):
·      Responsible for Planning, Monitoring and management of AFOD gender / protection activities in the integrated programs of operation
Monthly and annually generate integrated gender and protection reports in liaison with the M&E officer and other staff
·      Reporting on integrated protection and gender specific issues on all Programs interventions in Palorinya settlement on monthly in line with reporting templates.
Participate in inter agency case management, with more specific cases related to GFA.
Regular field supervision and monitoring of integrated GFA activities with other programs.
·      Development of clear and comprehensive implementation of gender transformative framework and action plan
Develop initiatives in line with GFA / livelihood gender and protection response for gazetted days e.g. 16 days of activism and women’s day, the day of African child, the breast feeding day.
 
(2) Gender and Protection Strengthening (10%)
·         Strengthening our approach to integrating gender considerations in other programs using a 2P Plus-ICLEM model.
·         Initiates or support vulnerability targeted Livelihood Programmes/priorities (Focus on women & children).
·        Implementation of the AFOD & WFP Gender policy at field level
Focus around achieve equitable access to and control over food security and nutrition, address root cause of gender inequalities that affect food security, and advance the economic empowerment of women and girls on food security and nutrition.
·        Establish integration of protection activities with SBGV/GBV specific to all relevant AFOD activities /projects
(3) Collaboration & Partnerships (10 %)
·        Collaboration with partners particularly women led organizations and coordination with other protection and gender partner at field level.
·        Conduct gender audits and GBV risk analysis at settlement level on quarterly Establishment of strategic partnerships with protection and other partners whose interest is in line with AFOD-Uganda gender and protection activities
·        Represent AFOD and actively participate in the local Protection Sector and relevant sub-sectors/working group meetings
·        Closely co-ordinate in project implementation with partners (UN agencies and national/international NGOs)
·         Work the communication and advocacy consultant to Develop advocacy and communication messages for development initiatives to enhance uptake of integrated protection services.
·        Initiate and develop concept notes and/or proposals using a 2P Plus-ICLEM model in close consultation with Head of Field Office, Head of Programmes and the Executive Director
·        Develop or adopt referral pathways as per Donor requirement and close files where cases are successfully managed
·        Establish a relationship with community leaders in order to maintain good access to persons of concern (AFOD-Uganda -community meetings)

Education

Programme Monitoring and Evaluation (50%):

§  Conduct a needs assessment on the unmet needs of mental health for each of the programs.
§  Monitor and report on the indicators that demonstrate the levels of integration of Mental Health program with one or more programs-2P+ & ICLEM approach.
§  Monitor and evaluate the cross-cutting activities of focus for integration.
§  Programme Efficiency and Effectiveness: Enhance programme efficiency and effectiveness through evidence-based approach and implementation follow-on, including monitoring AFOD inputs, local conditions and resources, flow of supply and non-supply and emergency assistance, and programme status.
§  Advice on and support project evaluations formulated within a framework that demonstrates evidence based best practice whilst identifying outcomes and impact;
§  Contribute to increasing the quality and reliability of AFOD programme/project outputs to include target setting and establishing Key Performance Indicators.
§  Operationalize the M&E framework and policy designed for AFOD Uganda and others specific to different projects including and not limited to: designing program M&E tools for data collection, verification and Data management and audits.
§  Contribute to the development, design and planning of projects so that projects have clearly defined measurable indicators of outputs, outcomes and impact.
§  Contribute to outcome and evidence-based strategic decision-making at AFOD and promote a culture of evidence-based learning and adaptation at field level.

Management information System and Administration (15%)
§  Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for major activity undertaken.
§  Develop M&E guidelines and SOPs for the projects.
§  Develop Internal program and operational reporting templates that facilitate the acquisition and aggregation of information in programmes.
§  Enter pre-group, pre-assessment and termination data into the online system and Google drive on a weekly basis.
§  Maintain client’s confidentiality (keeping therapy information confidential).
§  Proper management of the clinical forms, electronic device including Phone and tools.
§  Maintenance of electronic database for case management.
§  Develop an indicator reference sheet for tracking IPT-G, GFA, HIV/AIDS, Nutrition and Livelihood programmes.
 Disseminate learning (20%)
§  Produce reports for timely dissemination to internal and external stakeholders.

Experience

Job summary:
Coordinate day to day Logistics operations with key stakeholders – AFOD& WFP staff and transporter ensuring proper handling, timely and efficient delivery of food commodities to beneficiaries at FDPs/Health Facilities.
 
Duties & Responsibilities.
1.     Working with the Program Support Assistants/Nutrition Assistants to support in timely requesting, receiving of food commodities and supplies to FDPs/Health Facilities.
2.     Ensure accurate daily and weekly reports on food and NFIs under the custody of AFOD is shared with WFP and ensure that internal control systems are functioning and that all relevant records are maintained.
3.     Report timely any anomaly encountered from/by transporters in the delivery of food commodities to FDPs/Health facilities.
4.     Ensure utilization of approved WFP/AFOD documents for all food commodity transactions as per WFP rules and regulations (waybills, stock reports, loss reports etc.).
5.     Ensure daily and monthly reconciliation of stock reports with the commodity-tracking unit, including LESS reporting.
6.     Ensure FDP staff/Storekeepers at facilities are prompt in effecting segregation of damaged food consignments/stocks and these are stacked separately for immediate reconditioning/reconstitution.
7.     Conduct regular inspection of commodities under storage and report any anomaly.
8.     Conduct inventory and collate monthly inventory reports.
9.     Institute loss mitigation measures, loss analysis and reporting,
10.  Follow up spoilt food disposal authorizations, execution and ensure the documents are kept for audit purposes.
11.  Actively participate in training staff on storage procedures and practices as necessary.
12.  Ensure that food and non-food items (NFI) are controlled and accounted for according to WFP procedures.
13.  Regularly monitor and supervise the activities of storekeepers and casual laborer’s at the FDP.
14.  Offer support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of logistical assistance to program implementation.
15.  Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.

·       Strengthen linkages between community and facility based management of malaria and other killer diseases especially among under 5s, PLWs and elderly.
·       Improve knowledge and positive mind change of households and communities on correct treatment and prevention of malaria and other killer diseases through SBCC, community dialogues and feedback sessions, home visits by VHTs and sensitization of social leaders (teachers, clergies, elders, traditional leaders, local councils etc)
·       Participate in district and community level coordination meetings aimed at advocacy for ICCM and leverage of resources to maximize project outputs.
·       Liaise with the district VHT coordinator to ensure active engagement of VHTs in the catchment area

Purpose of the Position: The project driver work involves providing reliable safe driving services to the project operations staff and consultants ensuring high accuracy of work. Major duties and Responsibilities:
·               Ensure provision of reliable and secure driving skills/services by driving office vehicles for transport of authorized personnel, delivery and collection of mails, documents and other confidential duties including upcountry activities under the authorization of the supervisor.
·    Day-to-day maintenance of the vehicle assigned to you to ensure it is in a good mechanical condition at all times. i.e., timely minor repairs, arrangements for major repairs, change oil, battery brakes, tires, car washing.
·    Ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory and map of the city/country including distances, first aid kit, necessary spare parts and that parking fees are promptly settled.
·    Ensure cost saving through proper use of vehicle through accurate maintenance daily vehicle log, provision of inputs to preparation of the vehicle maintenance plans and reports.
·    Drives visitors and consultants as assigned.
·    Ensure maximum security for the vehicle(s) at all times.

·      Carry out regular site root analysis in all locations.
·      Investigate technical failures in time, prepare and disseminate formal technical reports for action.
 
Minimum qualifications
Education
·      A Bachelor’s degree in Electrical engineering is required and any complementary certified training in integrated renewable energy is an added advantage.
·       Registration by Engineers Registration Board or Uganda Institute of Professional Engineers is highly preferred.
·       Registration by North American Board of Certified Energy Practitioners (NABCEP) is a plus.
Experience
·       A minimum of 4 years’ experience in infrastructure management preferably in renewable energy installations and management. Further experience in project management especially in humanitarian and development contexts will be an added advantage.
·       Experience in budget management

A diploma in any relevant public health, Nutrition, FSL and WASH is required and any complementary certified training in integrated renewable energy is an added advantage.
Experience
·       A minimum of 2 years’ experience in implementation of projects in above related sectors. Further experience in leading field teams especially in humanitarian contexts will be an added advantage
·       Experience in integrated programming is an advantage

·       Ability to supervise, collect and generate quality and timely reports
·       Ability to work independently, as a team and in a multi-cultural environment.
·       Willingness to learn and ability to solve uncommon issues of electrical systems.
·       Willingness and ability to lift heavy materials, climbing ladders and moving about on roofs
·       Ability to work under tight deadlines, juggling multiple competing tasks and prioritizing demands
·       Excellent interpersonal, organizational and communication skills including report writing, English fluency (spoken and written). 
·       Basic skills in MS Office packages
