Uganda is still far from the ultimate goal of universal health coverage for all. Uganda has one of the highest child mortality rates and is one of the ten countries in the world with the highest number of deaths of children under-five.
In terms of disability-adjusted life years (DALYs), in Uganda the top three causes of DALYs in 2010 were HIV/AIDS, malaria, and lower respiratory infections. Whereas lower respiratory infections, diarrhoea and PEM declined significantly, there is a rise in malaria, pre-term and neonatal conditions, maternal conditions, iron deficiency anaemia, NCDs and injuries.

- To reduce mortality and morbidity due to communicable disease
Strategic Objectives
- Improved maternal, child and adolescent health status in hosting and non-conflict hosting districts in Uganda.
- To improve access, demand and utilization of RH services
- To improve access, knowledge and utilization of HIV/AID/TB services
- To reduce mortality and morbidity among mothers and children due to malaria
- To increase access to preventive and curative health care services for children, women and men in districts/Regions of focus
